Pedestrian Mall Improvements Project Has Begun!

Hard HatThe City of Winchester has announced that the Loudoun Street Pedestrian Mall Improvements Project has begun!  This project will replace all of the underground utilities (water, sewer, storm, and electric) and construct some new amenities including gateway features, a public restroom, and a splash pad water feature.

The City and its contractor, HRI, Inc., will be doing everything possible to complete the construction on this project by the end of April. The final landscaping and new trees will be planted by the end of May. Due to this tight schedule, work on the project will occur daily (Monday thru Saturday) from 6:00 am to 10:00 pm. Work is not expected to occur on Sundays, unless necessary to meet the schedule.

In order to complete the work in the intersection of the Pedestrian Mall (Loudoun Street) and Boscawen Street, Boscawen will be closed between Indian Alley and Cameron Street beginning on January 2 for an extended period. Boscawen will be reopened as soon as possible when the work in the intersection is completed.

One of the most important facets of this project is to maintain pedestrian access to all the businesses on the Mall. As all of these businesses will remain open during the construction of the project, the City encourages everyone to come down regularly to visit these businesses and view the progress on the project.

The City understands that this project will have a significant impact on the downtown area and will be doing everything possible to minimize these impacts. Weekly update meetings will be held every Wednesday at 9:00 am in the 4th floor Exhibit Hall at City Hall to provide status reports, answer questions, and discuss concerns that anyone may have.
